Ask Your US Representative to Support the Humane Cosmetics Act
When you write or call your US Congressional Representative, your voice becomes very powerful. It becomes magnified many times over, because Representatives assume that for every call or letter they receive, there are similar voices who haven't called or written. Everyone has views, but few people call or write their Representative. If you do, therefore, it stands out, not only as your opinion, but as the opinion of many. A key is that a letter must be respectful and not angry, because anger overwhelms content. Think of how you react to an angry person...you tend to throw up a defensive wall instead of hearing the person. A calm, thoughtful letter is most effective.

Dear Representative _______:
As your constituent, I am writing to ask you to become a cosponsor of the Humane Cosmetics Act (H.R. 2858). This important legislation will end the cruel and unnecessary practice of testing cosmetic products and ingredients on animals. Companies can use the many non-animal alternative test methods that are available or formulate new products with the thousands of ingredients already proven safe. There is no need to continue to test these products on animals.
In addition, this legislation will harmonize U.S. laws with those in the European Union, as well as Israel and India - all of which have recently banned the use of animals in cosmetic testing. U.S. companies have already made changes to their testing practices in order to comply with these new laws.
The public has long rejected the notion that animals should be used to test cosmetic products. I hope you will add your name as a cosponsor of the Humane Cosmetics Act and help end this unnecessary practice.

Sample Letter to US Representative
Dear Representative _______:
[introduce yourself in a couple of sentences and let them know you are their constituent. ]
I'm writing to ask you to co-sponsor the Humane Cosmetics Act (H.R. 2858). This bill would ban the inhumane testing of cosmetics on animals, an unnecessary practice that is already banned in the EU, India, and elsewhere. Surveys consistently show consumers are deeply opposed to such testing. I am one of those consumers.
Companies can use the many non-animal test methods that are available or formulate new products with the thousands of ingredients already proven safe. If a novel new ingredient can't be brought to market without animal tests, then I prefer not to have that ingredient, even if it's the next anti-aging miracle.
Please also oppose the Safe Cosmetics and Personal Care Products Act (formerly H.R. 1385), if it is re-introduced. This legislation would trigger massive new animal testing of cosmetics, all as a "precaution." This approach has been rejected by the EU and others as unjustifiable, a misuse of animal lives.
The future of safety testing is new high-throughput non-animal tests currently under development at the NIH, EPA, and research institutes worldwide. These tests are faster and better predictors of human reactions. Many of these tests are already in use. Others - those needed for novel new ingredients - are still in development. Toxicologists have expressed concern that an approach like the Safe Cosmetics and Personal Care Products Act would slow down development by diverting their limited resources to a massive new animal testing program. Consumer safety will be best served by speeding development of these superior methods, not slowing them down.
The better approach is the Humane Cosmetics Act, which would ban animal testing of cosmetics. This is the humane solution, and it is also the best solution for industry and for consumer safety. It will allow industry to continue to export to the EU and other markets that prohibit import of animal-tested cosmetics. It will also drive innovation in alternative methods, which will benefit everyone.
