Ask Your US Senators to Oppose the Personal Care Products Safety Act (S. 1014)
The Personal Care Products Safety Act is a Senate bill, introduced by Senators Dianne Feinstein D-CA and Susan Collins R-ME, to more tightly regulate cosmetics. While a laudable goal, the Act has serious flaws:
It allows animal testing and potentially increases animal testing.
It has no incentive to use alternative methods, other than weak language that the FDA "shall encourage" alternative methods.
By allowing animal testing, it delays the switch to far better tests that will use human-specific data rather than animal data.
Toxicologists are increasingly skeptical of animal tests, citing pharmaceutical industry data that animal testing does not correctly predict human response in 96% of human clinical trials. By allowing animal testing, this Act fails us, giving us neither safe nor humane products.
As your constituent, I'm writing to ask you to oppose the Personal Care Products Safety Act (S. 1014). This Act would allow and potentially increase animal testing of cosmetics, an inhumane practice that provides limited safety benefit to us.
Animal testing is not necessary to confirm cosmetic and ingredient safety, as demonstrated by animal testing bans in the EU and elsewhere. In fact, toxicologists are increasingly skeptical of animal studies, citing pharmaceutical industry data that animal testing does not correctly predict human response in 96% of human clinical trials. Companies can use the many non-animal test methods that are available or formulate new products with the thousands of ingredients already proven safe.
Non-animal test methods are available for many safety tests, yet this Act does not even require that accepted non-animal tests be used instead of animal tests. Instead, it includes only weak language that the FDA "shall encourage" use of non-animal tests.
Critically, by allowing animal testing, this Act will delay the switch to human-relevant test methods that will more accurately predict cosmetics safety. By allowing animal testing, this Act gives us neither safe nor humane cosmetics.
I urge you to oppose the Personal Care Products Safety Act (S. 1014) unless it is amended to ban animal testing, both for our safety and for animal welfare. Thank you for your consideration.
